No one can, for a moment, dispute that the tear. ing up of our pavements for the purses of the water, or gas company, is a nuisance of the worst kind; being as incnnvenient to the citizens, per sonally, as oneroas to their purposes, generally The pavements now in nee,when once trn up can never hbe replaced with firmness; and therefore i, it abundantly necessary to avoid it, as mach as possible. We are aware that it is occasionally imperative,but when we find it so constantly done we see at once that there is some radical defect in the original layinr of the pipes. This is pal puble to every man's common sense. When a Gas company drives a four inch main, and in ae yearalter takes it up and substitutes aefice, which again gives place to a z.r, or eight, it is not only an outrage on publie convenience, and public pror perlty,hut betokens ill thc institution so operating,a co,,tteptlble parsiorrnyg or a want of ordinary fore sight. 'We do not assert that the Gas company is most to blameh : on), we are more disposedto think, from constant colmplaint, and frequent informlation, that the Water company is the party most in fault. We are told that the pipes they are now driving must inevitably, at no distant period, be replaced by others of greater calibre; and thus the pave ments, now forming will have to be torn op, and so inevitably destroyed. These things vitally concern the puklic itterest, and the public have a tight to demand that sueh precaution be used as will-so faras human foresight goes--prevent this oneruas result. It is particularly necessary in a public estabhah enrclt like the Waters works, that a c'nmpetent man, and one bttt a corn petent man, should asperintend the Inying of the pipes. We know not in whose control this matter is, but are led to treat npon the subject by seoeinga ten inch main being laid in Ram eart street, where there should be, at least, a Itwelve inch pipe. The charter of the Commnrcial Water works, make: it inlterative on tile companyll thet trey should supply the city at all points, tp t aln elevation of 15 feet. Now as their reservoir is but outme 94, or 25 feet high, this re quires thr utmost circtnispection in laying tile pipes, and an intimate knowledge of the eature of fluidsr when carried through such a nmdium. It wants the nicest possible arrangrlrment of the bore, or calibre, of the maias, to supply the city agreeably to tihe charter from a reservoir of such trifliug elevation.
