C ject. .i We hive more than once declared our firm con viction that the Banks of this State, were not 1 wholly to blame, for the necessity of cloaing their vaults and refusing to redeem their circulation at a time of general depression and suspension. It was superinduced by the course pursued by the d General Government. They were driven to it by a the mad fully and mischievous policy of the exe. entive. The green table became a board of speculation as wild and extravagant as that which is held out by the de lusive but alluring faro. They pursued a blind poliey, in ailling the Executive to put his plan intonernm tion. Like the silly fish they were easily gulled with the gilded batt. Next came the specie circular. Credit had been strained to the utmost limit It could not have gone it further. A mania forspeculatirg had become univer sal. Tirhe sudden fortunes acqured by the rite of real I eftnte made men eager to take up government lands . which were thrown into market., When the circular was issued, these lands could only be purchased with s gold and silver. Governmant would take nothing hut t the precious metals. Extraordinary drafts were madel to on timhe Banks. Thieywere daily compelled to pour out or theirvery life blood. In its stupidity or with a fiendish n, purpose, the government was constantly transferring at specie from point to point-requiring tie pets to dis gorge-and frequently to points ,where it wms not re d quired-loeving thoenbare and denuded, where it was absolutely necessary. These were saome of the causes which led to tit sena u pension of specie payments by the lBanks. But they wvrenot all. The Banks themselves aided in precipi. toting their own ruin. And our banks exhibited as d_ gross miemanegement as could be found tronughout the le union. They had adoptedtthe system of favoritism do lending immense aums to certain individuals, while s frtom others, all accommodations and facilities were at withheld. TheDirectors themselves as it weere, bet ; tned upon theipoils. They were enabled,,-they and other favorites, to embark in extensive speculations y frequently foreign to the natural routine of theie, sever io. at occupations, while others, actively engaged in trade, cd in commerce and the ordinary avocations o" life, were or denied the smallest and most trifllg loans. They ex Irs pended sums, the amount of which is astounding, in on purchasing real estate end in other speculations, while commerce and legitimate business were eufftled to guibh. The Banks were exclusivd, in their loans. They went on the principle that it was safer to lend all the er money to a few, and their directors among the few, who 'Y were extensively engaged in business or in speculation of some kind, than to have it distributed for the good and to promote the interests of a larger numbrr-al Is, though it might consist of the whole ecmmunily. As aremedy for these exiatinag evils, we propose the adoption ofa free Banking law. I is a sub jest which is well worthy the attention of our Ie gislature, especially at this time, when the chart ers ol the Banks and their conduct are to be in. vestigated. Under a law of this kind, we should not have overgrown institutionsa, dispensing favors and aseuming to control the opiniono and actions of the community. New York has adnpted the system.
