Its usefulness cannot be doubted, and the most credita ble and judicious manner in which it has been conduc ted, reflects the highest honor on the ladies by whom it is supervised. The report, drawn up by a lady, is lu cid an l explicit, and represents every thing in a state of high prosperity, and ensures by the wise and pru dent arrangement male, that all the worthy and charitu ble ends for which the Asylum was created will be ful itled. Honorable mention is made of t.),se whose mu nificence has fostered its infancy; and it is to be hoped that when the good it is employed in effecting is under. stood, that others will be found who will so contribute to its means, that it sphere of uselulnees will be enlar ged. Is." the n THE BANKS AND lTHE BULLETIN. Lool The leading editorial of the Bulletin of yester- thee day, appeals to the Legislature, to relieve at once, h od the Banks, from the penalty they have incurred by of a sunpendtngapecie payments. The chiefargument gain urged is, that the community is ground down at Itb this time, and omany of the first housee, are, aI it tors were, slumbering on the verge of the crate', Ilas whence will shortly issue the lava*siream which enet must destroy them. The dilemma in which the do, Banks find themelvese, will not, unless they are re. the lisved, allow them to do aught to lighten the bur- wli then of the comtmunity! This aI the subtle rea- self soning of these institutions, to ward off publie in. L dignation whilst they are grinding down their WE' debtors for the purpose of drawind in a uffiteient Glrt sum, to build a rampart against the approach of WOa "much feared adversaries." The money market cat is tight-almost, if not beyogd precedent. But the 'Ie intermediate action of the Legislature, releasing due the Banks from the responsibilities incurred by prro suspension, cannot enable them to do aght for the of t relief of the community, wvhich they eannot now seI do, if they only had the will. So far as our an. and quaintance with this community extends, and so Ila Tar an we have been onabled to push or inquiriesi e. we have not heard that any of the Banks have been mu injured by their present position or from any fear try or apprehension that they would not he relieved lt from all stspicion ofhaving forfeited their charters, t a if found in a sound and healthy condition. If any Ba excitement has been produced, we have heard if none; it hap been created by the Banks tohemselerft and thleir satellites. They have endeavored to of produce the impression of the immediate necceesi g of removing all doubts of their having incurred w any penalty underthe late act ofsupension. They are doing nothing in the way of accommodntinio, w but calling in, for the purpose of convincing the ni public of the necessity of inmmediate action. They fre deny having had any unusual ran opon them for du specie. They hive not uttered a groan which the th pubilic could hear, on accrount of the four orfire hundred thousand dollars abstracted from their W vault fur the purpyse nit furnishing ithe upriver and s .Ih . ... .. . ....,ti e . .. n i.a .r L'...I.:_ . kL. . capital. Does the community feel a want of con fiderne in the Brnks. nr the B;ranks, a want of con- "tt fidencein the community? We have heard in Cl our general intercourse, no doubts expressed about co the exisenreof the Banks, and yet the Bulletin lt says: "The object of it (tIe hill) is not to claim en any extra indulgence for the Banke, or to deprive dt the Legislatureof any control over them, but to oa give confidence in the eriltence of these bodies antd tn w enahlethem to afford the facilities and aenmmr dations for which they were designed and adopt. ed." Say rather, to enable them to grind down ti the community and collect their debts by processe of low, to the sacrifce of property and credit ti wherever they may be reached. The fact is they are crippled-just after the bankruptcy, or still mdder the liability incurred by "taking the benefit of nfthe act" they can come upon their debtors with a bad grace. But let the Legislature release them noe-with precipitancy, and it will he soon felt -thedifference between theirmodesty as it now It exists and their arrogance as it would then show itself. We are not hostile to tire Banksa-tey are neces. fr sary to the commercial relationaof tile country. Our object is thrt they shall be conducted upon correct "i principles, and "afford the facilities and accommoda- r tions for which they were designed and adopted;" andl . we hold that their ennrlition should he a.eertained, and a theirusefulnessbe undoubted, before they amre relieved and their charters restored. When they aore improperly conducted, they are noxiou to tilhe communitv: like rI poison, when properly administered, they remove, and te are antodotes to diseases, but when ignorantly or wil- a fully given, they prostrate and destroy. We have advocated the delay of a decision on Mr Lnckltt's bill, b-cause we cannot possibly conceise how the I.egilature., by the passage of that Bill, couhl enable thlie flanks to withdrew their a rrncnle o" ap a paratus from the very vitaln of the community. They have been so conducted as to be compelled, in their own t opinion, to enforce such measures to relieve then- d s elves.xa must embarrass thle commumity, and protract a the distress under which it has labored, iF not increase C it. There are certain restrictions, too, which the Le- fr gislature in its w'sdon, might iish to incorporate in b the charters. No better opportunity can he presented titan is now sfftred, to make any amendment which id may seem to he heneficial in regulating trh conduct of the Btianks,as financial agents, and as connected with the interests of tia community. y If legislative experience and wisdom may, during the Ssession ascerta thot beneficial provisions may be int corporated in the Bank charters, and to which they I cannot, under existing circumstances, object, our repro . sentatives w tuld feel greatly embarrassed, in passing this hill hastily aml without deliberation, to find that they had lost the chance of amending, and that the r Banks might reject any proposition which they may make, at pleasure. If we were satisfied that no im. provemenas could hbe made in prescribing the future conduct of the Banks, and that hereafter they would I e pursue an open, liberal.and honestcourse, and not heap n up wih their means, thi coffers of a favored few, to the total oetrcisem of the many-that they would not fol. low the blind and infatuated course they heretofore adopted, to the exclninin of those principles, which Is. would have given health and aahndnesa and prosgerity to our city, (for what city has the ereatresources which p ours commands, and 'huld relieve herself, sooner from ga temnporary though almost overwhelming embarra~n 0 ment'!) weahould not oppose the immediate action of . the Legislatuae, on the bill. But we are satisfied that a- such will not be thecase, and we are pleased at the called for, proper deliberation on the subject. Bank InJueece-idishould be eltcked.-The money power is the most dangerous of all powers in a state, to the libenies ofthecitizen. It eternally tends to cen tralization: and the final result of its influence is to draw every thing within the range of its orbit, and to make etery thing revo!e around it. It is totally oppo asd to liberty, to freedom of thought annd action. It operates upon all the relations.and poossessions of seci. ety with an iron hand causing them to submit, per force, to tsn commands. The object of our republican institutionr, if we understannd thes, at all, in to dinsi. pate so dangerous an element in thfe constitutino of hu man society, to disarm it of it tyranoical tendencies by every possible means of dispersion. Hence in the Uni ted States the law fierbtddin. the entail of property was wisely adopted. Indeed all our institutiono, crea ted by the imperiouc necessity of preserving equal rights, are founded upon tile rinciple,-disperse wealth. In spitrrhowever ofall thut has been doone, as the ona tion gf~jel in years, we Ind that past laws anad tpgua itiae are unequal to the exigencies of the present day. hel doinsidious.,o subtle have t becn e thq modes of at or tack, of the money power, thatthte liberty of the citizen siteinlmminent danger. During the last twenty yro, i manny han been seeking commion centres in every neigh= berhond, village and city in the Union. Protean like, U. it has assunmed the name and dress of incorporated in atituaions. Forbidden by statutes from accumulating under individual industry and deseending thus to po ia terity, it fies to assoclations of individuals and seek to ta tyrannise over society through legal creations of ten, twenty, thirty or Afty yearsatanding. N ine handted of these petty, exclusive tyrannies have grown up in inr aet land, and they now eat the bread of idlenem, preying ni upon the industry of him who gains his livelihood by - the labor of his own hands. There is scareely a see. tion ofthe country, that is not now governed by the ci factional influence, created by these money powers. They are all animated by the same breath, and. that breath is inimical to the true interests of the mechanic, in the planter, the farmer and the laborer. With these iii faet. and relections before us, what is to be done?- -r What are the people to dol "Power is always stealing from the many to tihe few" iºa truism that ought to be remembered by A all who value their personal and property rights. The money power is the father of political power, p and when that steals from the many to the few, d t is elmost inposeible to get it back. Witness the aC years of misrule which the people have submitted es to, from the general government. Witness the d' long era of party tyrrany that heretofore has sig. nal,sed the government of New York. And why has thia been? Because, the party in power, pore d r sesed the money influence, and that itlluence 'I enabled it to pursue its own career, in despite of the people. Even now, in this state, through the t means of a.faelion professiing to be Whige, a act of men possessing vast money influence, seek to get possession of the political reins. If that art or faction suceeed, the car of state will be driven over the necks of the people, and the public good I be made to yield to private aggrand znment. What therefore is to be done? Mu-t the people and their repesentatives remain supine aind aid the mloney power to mount into the political seat? Looking to our own satie for the application of these reflections, will the country members be h tod winbed and bam.hiesled by the money influence y of a city faction? Will they yield hke lambs it going to the slaughter, to the fetters already begun it i) be rivetted on their limbs by the bank specula. it trs of New Orleans? Let them arouse from their lethiargy, wlile it in timte, and shake off the h enemies of their rights.
