The maxim which reeommepde the preparations for war to he commenced during times of peace is as a correct one. When a nation is felt by her neigh. buors to be stre n, site has their respect,-she coul kmeandsart-whereas if her deblhity has become a byword, shite i derided for her weakness and is protected, if at all, through their courtesy.' The n0 meaonsof defence which our c untry has mostly ly relied on have been the valor and t'to integrity of her eons-ths ir general inlelligence and their readi nesseo all timers toc me forward, when hostily d is threatened, The intelligence of our nation is 6 ealmoss universal-if we have fewer distinguished schlolars than other and older eountries, we so have a mass of information among the !yeo. ,k many- the bone and sinew-the working classof which noother roeltbtry can boast. This is one Oi great reasonl why the Anmerican soldier so loon 5 becomes a eeleron; almost as soon as he enters the o. ranks. He has been taught to henk from his cradle. His mind is not a sieve through which all L the instruction he receives passes: and he lovesabis t na iva soil a!d is proud of his country's instieu , tions; and so great is his ardour, that Ihis bosom n, glows at the recital of the glowing deeds of his countrymen in defence, and his heart Derts for an 99 opportunity to show lthat all the Roman blood has is not rlan to was e. , But whilst it is conceded that we have a most excellent maferial for a soldiery-a brave and it, gallant soldiery-a formidable, if not suficient SIibulwark against fo.eign invasion; it must be ad traittd thut, as yet, we Iave not sufficient means no sf transportation, and connecting links with the ss interior, by which in case of attasck, the strength i of the country could, at a moment's warning, be o bloughkt to bear against an enemy at any of the Sexpoled points where he might choose to make a th landing. Hence the importance of railroads and other improvements which will facilitate the trans. tportation of tomen and provisions, from the interior to the frontier. The country should take these facts into con. sideresion, among the manifild reasons why works e of internal improvement should be prosecuted with vigor. Iesides furnishing the means of pour 3 ing out the very heart of the country, to the exposed points, and which otherwise would offer but feeble resistance, these roads will be connect ;a ing links of union, nnd will rivet still more strongly te tie ties that bind the States together. We have been led to these few hasty reflections c from having had pleced in our hands some printed i and MSS documents drawn up by Maj. Gen. E. P* Gaines, in which they are strongly recommended' D together with the erection of floaing batteries for L the defense of harbors and the mouths of rivers. The General has devoted much time and toil to the contemplation of the subject of national de fence, and his views must exert an influence wher. ever rhey are known. He recommends the appli t cation of steam to our national vessels, not only a. the utility but necessity of which will soon be de. , onstrated to the satis(action of the most scep D tical. We regret that these nrticlesof Gen Gaines J are too leng for our coiumns. They possers con. Srsilerable interest aend cont.sin a variety of amost i important facts. Fire oa JNisehille.-Thl e Extra Banner of the 26th says : At about 2 o'clock, P. M .t.day, the second story of Mr. Cargill'e Jewelry story, on the south sida of the Public Square and next door but one to Deaodrick street, was discovered to be on fire. The engines were soon at the spot, and our citi zens were, in large numbers, setively at work in reseuing the goods and saving property. Most unlortunately, the hydrants were dry, the water having been stopped at the Ctty Works, a mile from the Square, to effect some repairs in the machinary. As soon as it could be done, however. the water was turned on to the city, and the engines were partialiy supplied. The loses is estimated at about $12,000 t t15,000, portly insured.
