The following proviso was attached to one of the sections ofthe hilt,: " Provided that 'this act shall not be construed as a relin quishment on the pet ofthe Legislature of any power and au thority which it now has constitutionally aid legally to impose r restrictionse on said Batks." I Tiu proieso ofbthe Senate goes virtully to defeat the bill introduced by Mr. Loekott; and from what we can learn, that hody will not recedo from the position they have easrmed, unless indeed they might be induced to pass a bill of indemlni ty in connection with a law ntlloriing Free Bnnking. This I we know the friends of Free Banking in the eigslature are I willins to cceptor to proplose by way of compromise. We now say to the opponents of Free Banking, in the way of con ciliation, come forward td exert your nluence to effect the passage of the bill for which we are contending, and our fiendts will hooetily unite in supporting the measure by which the banhing institutions of title city can be restored to the powers they ponsessed previously to the forfeiture of their tchatcrs. If the present Legislature should obey the dictation of them, it will be your duty at the next election to make free banking the test question, and to send representatives who will obey you. The spirit of the age is averse from the denomitnation of feud altsm, nrany of its remains. They who argue that Banking ought to be restricted, would, if the light of the nge did not forbid; urge, that trade in cotto,in sugar or any other article of commerce, ought to be nrsoed in swaddling clothes too; ought to be taken under the care of th interested few. " Money is n ecmmodity," is a truth that is becoming to be generally known, and the people are calling out for free trade in it, under such restrictions as the good of society, and not the interret of the State Ba..e shall dictate. It provides, for the emission of state bonds, bearing 5 per cent, payable semi annually, the princi pal payable in 25 years from the date, to be distributed in the following monier to the three municipali;iee-to Municipality No. 1, not exceeding $600,000-to No.2 $ 00,000 and to No 3, $300,000--the bonds to be ipsued within two years trom the act becoming a law. The Munic:ipalities are required to deliver to the Treeau rnr an equal amount of their Bonds, bearing an interest of 6 per cent, payable in like manner with the interest on the State Bonds. They are also required previons to the exchange of holls, to authorize the issue of the bonds to be given to timhe state, by ordinance, and to ea tablish a inking fund in the Union or Citizens' Bank, orouch other Bank as the Legislature may direct, the sinking fund to he an annual deposit of a portion of the revenue arising from Levee duties, on which the Banks are reqnired to allow 5 per cent interest, sufficient at the end otlhe period the Bonds Ihave to runl, to pay them itf. If time muniipelities do not demand the whole of the bonds authorized to be issued, they are permited to redneue their deposite in the sinking fund to the proportion of the bonds issued.
