Rit and drunkennes was the order of the day, the encourtcemlent of which wasn a dvantage to the few branch pilots, who employed the rest as deputies, as they kept grog dslps, anld some of them made fortunes by the very lepravity they were bound in duty to suppress. I have leen a justice of the peace here for ten years, nd well may I alssert that riot and brawlhng was their usual pastime. I am, as you well know, totally unconnected with them in their busitess, and have not a dollar invested in their itnck; and without hesitation I say they have attended to their duty with more energy ard prompt ness than they ever did as deputY pilots, when they were employed by othlers. I make this assertion tim more bolilly, as many no doubt will differ from me in opinion. All who know any thing about thne Baline must be well aware that a good man ought to be well paid to live there. I have derived my knowledge of the pilots, their affllairs, and their duty, by eleven ya ars residence among them,ten of which I have been their magistrate, and have no wish to sen better or more enterpisi:ng men, than those who compose the community and now take their place as pilots. I am of opinion that the Governor, by all means, should have the power, on proper represenataion being malde to him by the pilots thetnselves, to suspend from duty any oftheir number, meriting such punishments The pilots are denermined not to have a man among them that will not behave himlell and attend to his duty, au theave already given proof.
